PALESTINE – Salary, Corruption and Terror

Esta semana ojeando un blog, me he podido enterar de una noticia que de seguro no reflejaran los medios de comunicación.  Para mi es algo que intuia pero el artículo me lo ha confirmado.  Se trata de que la Autoridad Palestina esté utilizando fondos de Asistencia de EE.UU para ayudar a pagar millones en sueldos a sospechosos de terrorismo.  Según un informe la Autoridad Palestina estaría gastando más de cinco millones de dólares al mes en los salarios de las 5,500 presuntos y convictos terroristas encerrados en cárceles de Israel.

Este pago estaría desafiando las normas del Congreso para la financiación de EE.UU a la Autoridad Palestina.  Según un informe de un instituto de investigación Israelí, Palestina Media Watch, la semana pasada publicó un informe que descubría que todos los árabes de la minoría palestina e israelí, detenido en cárceles de Israel por actos de terrorismo, han recibido legalmente un salario mensual pagado por la Autoridad Palestina, bajo una nueva ley aprobada en el mes de Abril 2011, que simplemente estaría formalizando lo que ha sido una práctica común de la AP durante mucho tiempo.

EE.UU. financia el presupuesto general de la AP por medio del mismo.  EE.UU. está pagando los salarios de los asesinos en prisión y glorificando su rol como modelo de terrorista dice el informe.  El salario promedio de un preso es mayor que el de un empleado público.  Ellos los terroristas reciben un promedio de 3,200 dólares al mes en comparación con los 2,800 de los funcionarios públicos.

El gobierno USA proporciono alrededor de 600 millones de dólares a la Autoridad Palestina en concepto de ayuda el pasado año, incluyendo otros 225 millones en ayuda presupuestaria directa según el informe.  Pero la nueva ley de la Autoridad Palestina podría está infringiendo las reglas del Congreso para proporciona ayuda financiera a la región.  Itaman Marcus, director de Palestina Media Watch, presento la semana pasada el informe a los senadores republicanos, con el fin de persuadirles para que corten los fondos para la AP.

 “No podemos apoyar el envió de millones de dólares del contribuyente estadounidense a tal organización.  Especialmente cuando actualmente son aplicado al pago de salarios de más de 5,500 terrorista sentados en una prisión israelí,” dijo el senador republicano Trent Franks, en unas declaraciones a FoxNews.Com.

Eso no es todo.  La Autoridad Palestina tiene una burocracia de 160,000 funcionarios y empleados públicos, de ellos 80,000 pertenecen a los cuerpos de seguridad.  La inflada fuerza policial supone unos gastos de 50 millones de dólares al mes.

Looking through a blog this week, I found out something that the media would definitely not reflect upon.  For me it is something I guessed but the article confirmed it for me.  This concerns the Palestine Authority that is using the funds of Assistance of the USA for helping to pay millions of dollars in the salaries of suspected terrorists.  According to the report the Palestine Authority would be spending more than five million dollars per month in the salaries of the 5,500 presumed guilty or convicted terrorists that are being held in the prisons of Israel.

This payment would be infringing the norms of the Congress for the financing of the USA towards the Palestine Authority.  According to a report of the Institute of Investigation Israeli, Palestine Media Watch, the past week a report was released that all the Arabs of the minority Palestine and Israeli in the prisons of Israel for acts of terrorism, have received illegally a monthly salary paid by the Palestine Authority, under the new law approved in April 2011, that simply would be formalizing that which has been in practice for a longtime.

USA financed the general budget of the AP through itself.  USA is paying the salaries of the assassins in the prisons and glorifying its role as models of terrorists, according to the report.  The average salary of each prisoner is more than that of a civil servant.  The terrorists receive an average of US$3,200 per month in comparison to the US$2,800 received by the government employees.

The American government apportions around US$600 million to the Palestine Authority in the form of assistance in the past year, including another US$225 million as assistance directly to AP, according to the report.  But the new law of the AP would be infringing the rules of Congress to proportion financial assistance to the region.  Itaman Marcus, the director of Palestine Media Watch, presented the past week the report to the Republican Senators, with the objective of persuading them to cut the funds apportioned to the AP.

This is not all.  The Palestine Authority has a bureaucracy of 160,000 civil servants and government employees, of which 80,000 belong to the security forces.  The overly inflated police force would be responsible for the expenditure of some US$50 million per month.
